Why in News?
The Union Ministry of Environment, Forest and Climate Change (MoEFCC) has notified the Solid Waste Management (SWM) Rules, 2026, superseding the 2016 framework. Effective from April 1, 2026, these rules prioritize a “Circular Economy” and decentralized accountability.

Key Terms:
- Waste Hierarchy: A strategic priority order: Prevention → Reduction → Reuse → Recycling → Recovery → Disposal (Landfill).
- Bulk Waste Generator (BWG): Entities generating ≥100 kg/day, consuming ≥40,000 liters of water/day, or having a floor area ≥20,000 sq. m
- EBWGR: Extended Bulk Waste Generator Responsibility—the legal mandate for large producers to process their own waste.
- Biomining/Bioremediation: Techniques used to clear “legacy waste” (old dumpsites) by separating soil, recyclables, and combustibles.
Key Features of the 2026 Rules:
1. Mandatory Four-Stream Segregation:
Moving from the previous three-stream system, waste must now be sorted into:
- Wet Waste: Organic/biodegradable (kitchen waste, meat, flowers).
- Dry Waste: Recyclables (plastic, paper, metal, glass, rubber).
- Sanitary Waste: Hygiene products (diapers, napkins), which must be wrapped securely.
- Special Care Waste: Domestic hazardous items (paint cans, bulbs, batteries, medicines).
2. Accountability of Bulk Waste Generators (BWGs):
- On-site Processing: BWGs must process wet waste on-site via composting or biomethanation.
- Certification: If on-site processing is impossible, they must obtain an EBWGR Certificate by contracting authorized professional processors.
- Impact: BWGs account for nearly 30% of total city waste; this shift significantly reduces the burden on Municipal Corporations.
3. Landfill & Refuse Derived Fuel (RDF) Mandates:
- Landfill Restrictions: Only inert (non-reactive) and non-recoverable rejects are allowed.
- Higher Fees: Sending unsegregated waste to landfills now costs more than the price of processing it—a financial “nudge” for compliance.
- Industrial RDF Use: Cement plants and industries using solid fuel must replace 5% to 15% of their fuel with RDF (processed non-recyclable plastic/textile waste) over the next 6 years.
Digital Governance & Monitoring:
A Centralised Online Portal (developed by CPCB) now tracks:
- Real-time waste generation and collection.
- Registration of waste pickers, transporters, and processors.
- Quarterly progress on the bioremediation of India’s 3,000+ legacy dumpsites.
