Context:
Assam and Meghalaya have refused to purchase additional power from the Subansiri Lower Hydroelectric Project. Similar concerns were earlier raised by Punjab, indicating a broader issue of rising hydropower costs.

What is the Subansiri Project?
- The Subansiri Lower Hydroelectric Project is a 2000 MW hydropower project on the Subansiri River. It is one of India’s largest hydropower projects.
- It is located on the Arunachal Pradesh–Assam border and is developed by NHPC.
Why are States Refusing Power?
- The project has faced significant cost overruns due to delays, environmental concerns, and local protests.
- The tariff has increased sharply from around ₹3/unit (initial estimate) to about ₹7–8/unit.
- States fear that purchasing costly power will increase the financial burden on DISCOMs and consumers.
- Assam and Meghalaya have also stated that they already have sufficient power arrangements for their needs.
Key Institutional Mechanism:
- The issue was discussed in the North Eastern Regional Power Committee (NERPC).
- NERPC is a regional coordination body under the Electricity Act, 2003, responsible for planning and operation of power systems in the Northeast.
Why is this Significant?
- It reflects the economic viability challenges of large hydropower projects.
- It highlights the tension between infrastructure development and cost affordability.
- It may impact future investments in the hydropower sector.
Conclusion:
The decision underscores that high tariffs and cost overruns can undermine the acceptance of major infrastructure projects, even when they enhance energy capacity.
