What is the Subansiri Project?

  • The Subansiri Lower Hydroelectric Project is a 2000 MW hydropower project on the Subansiri River. It is one of India’s largest hydropower projects.
  • It is located on the Arunachal Pradesh–Assam border and is developed by NHPC.

Why are States Refusing Power?

  • The project has faced significant cost overruns due to delays, environmental concerns, and local protests.
  • The tariff has increased sharply from around ₹3/unit (initial estimate) to about ₹7–8/unit.
  • States fear that purchasing costly power will increase the financial burden on DISCOMs and consumers.
  • Assam and Meghalaya have also stated that they already have sufficient power arrangements for their needs.

Key Institutional Mechanism:

  • The issue was discussed in the North Eastern Regional Power Committee (NERPC).
  • NERPC is a regional coordination body under the Electricity Act, 2003, responsible for planning and operation of power systems in the Northeast.
