Context
At UPSC’s centenary celebrations, Prime Minister Narendra Modi called for shorter, time-bound examination cycles and youth-centric recruitment reforms while preserving merit, impartiality and institutional independence.

Explanation
- India’s first Public Service Commission was established on 1 October 1926, marking the beginning of UPSC’s institutional journey.
- UPSC is an independent constitutional body under Article 315; Articles 315–323, in Part XIV, govern Public Service Commissions.
- Its Chairman and members are appointed by the President, serving for six years or until 65 years, whichever is earlier.
- Article 320 covers examinations for Union services and advice on recruitment, promotions, transfers and disciplinary matters.
- Its role is advisory; recommendations are not binding on the government.
- The President removes members; removal for misbehaviour requires a Supreme Court inquiry.
- Institutional independence supports merit-based recruitment, impartiality and continuity in public administration.
