Union Home Minister Amit Shah, at the Vibrant Villages Programme workshop, warned of deliberate demographic changes in border areas due to illegal religious encroachments, stressing that reversing migration, ensuring 100% scheme coverage, and securing borders are key objectives of the programme.
Description:
- Vibrant Villages Programme (VVP-I):
- Type: Centrally Sponsored Scheme
- Period: 2022-23 to 2025-26
- Coverage: 2,967 villages in 46 blocks of 19 districts abutting the Northern border.
- States/UT: Arunachal Pradesh, Himachal Pradesh, Sikkim, Uttarakhand, Ladakh (UT).
- Vibrant Villages Programme-II (VVP-II):
- Type: Central Sector Scheme (100% Centre funded).
- Approved: April 2025.
- Outlay: ₹6,839 crore (till FY 2028-29).
- Coverage: Select strategic villages in States/UTs other than the Northern border already under VVP-I.
- States/UT: Arunachal Pradesh, Assam, Bihar, Gujarat, J&K (UT), Ladakh (UT), Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttarakhand, Uttar Pradesh, West Bengal.
Objectives:
- Comprehensive development of border villages to improve quality of life.
- Reverse outmigration by creating livelihood opportunities → ensures border security.
- 100% saturation of Central & State schemes in target villages.
Key Features & Interventions:
- Development of essential infrastructure (roads, housing, energy, telecom, TV connectivity).
- Livelihood creation through:
- Tourism & cultural heritage promotion.
- Skill development & entrepreneurship.
- Cooperatives in agriculture, horticulture, medicinal plants/herbs.
- Village Action Plans prepared by District Administration with Gram Panchayats.
- No overlap with Border Area Development Programme (BADP).
- The Union Home Minister inaugurated a two-day workshop on VVP in New Delhi (Aug 2025).
- Both VVP-I & VVP-II are aligned with Viksit Bharat@2047 vision → Safe, Secured & Vibrant Borders.
