Context:
Countries are negotiating implementation rules of the WHO Pandemic Agreement, including mechanisms for pathogen sharing and equitable benefits.
About the Agreement:
- Adopted: By the World Health Assembly in May 2025 after lessons from the COVID-19 pandemic.
- Objective: Strengthen global cooperation on pandemic prevention, preparedness and response.
- PABS Mechanism: Creates a Pathogen Access and Benefit-Sharing (PABS) system to share pathogen samples and genetic sequence data globally.
- Benefit Sharing: Countries providing pathogen materials receive monetary and non-monetary benefits from vaccines, diagnostics and medicines.
- Implementation: An Intergovernmental Working Group (IGWG) is finalizing operational rules before countries sign and ratify the treaty.
- Group for Equity: Coalition of 29 developing countries (including India, Brazil and South Africa) advocating legally binding provisions, equitable vaccine access and fair sharing of pandemic benefits.
