Context:
The Kerala government has decided to scrap the proposed SilverLine semi-high-speed rail project, citing environmental, financial and procedural concerns. The State is now considering a Regional Rapid Transit System as a more practical and sustainable alternative.
- SilverLine was a proposed semi-high-speed rail corridor from Thiruvananthapuram to Kasaragod, planned to reduce travel time across Kerala from around 12 hours to nearly 4 hours.
- The project was to be implemented by K-Rail, a joint venture between the Kerala government and Indian Railways, with a 51:49 equity partnership.
- It involved a standard-gauge railway line, with proposed speeds of around 200 km/h, separate from the existing broad-gauge railway network.
- The project faced opposition due to concerns over land acquisition, displacement, ecological damage, impact on wetlands and paddy fields, and financial viability.
- Kerala’s geography, high population density and narrow land availability make large linear infrastructure projects socially and environmentally sensitive.
- The Railways reportedly had concerns that SilverLine could affect future expansion of existing railway tracks.
- The alternative Regional Rapid Transit System is being projected as a more practical model for improving regional connectivity with lower social and ecological costs.
