Context:
The Centre has released draft rules for VB-GRAM G, a proposed scheme meant to replace MGNREGS from July 2026. The new framework proposes changes in workdays, wage payment, unemployment allowance, monitoring and fund-sharing between the Centre and States.
- MGNREGS was enacted in 2005 to provide a legal guarantee of rural wage employment.
- It gives eligible rural households up to 100 days of unskilled manual work in a financial year.
- The proposed VB-GRAM G increases the number of guaranteed workdays from 100 to 125 days.
- It also proposes 60 days of assured work during sowing and harvesting seasons to support farm labour availability.
- Under MGNREGS, the Centre pays the full wage bill, but VB-GRAM G proposes greater State financial responsibility.
- Important draft rules include National Steering Committee, grievance redressal, administrative expenses, transition provisions, wage payment rules and unemployment allowance rules.
- The scheme links rural employment with rural asset creation, social audit, transparency, fund devolution and local governance.
