Context:
The Ministry of Textiles has rescinded the 2023 Quality Control Order on cotton bales, after the government suspended the 11% import duty on cotton till October 30, 2026.

Explanation:
- A Quality Control Order (QCO) mandates that notified products must conform to specified Bureau of Indian Standards (BIS) norms.
- QCOs are issued under the BIS Act, 2016 by the concerned Ministry or Department in consultation with BIS.
- Covered products must carry the Standard Mark / ISI Mark, where applicable.
- QCOs aim to ensure quality control, consumer safety, prevention of sub-standard imports and standardisation of products.
- Non-compliance with QCO provisions attracts penalties under the BIS Act, 2016.
- The rescinded QCO applied to cotton bales, which are compressed units of processed cotton used by the textile and spinning industry.
