Context:
The Union Government has released a draft proposing amendments to the National Food Security Act (NFSA), 2013. The proposal seeks to revise foodgrain entitlements under the Antyodaya Anna Yojana (AAY) by linking allocations to household size while retaining a maximum limit of 35 kg per household.
Explanation:
- The National Food Security Act (NFSA), 2013 gives legal entitlement to subsidised foodgrains through the Targeted Public Distribution System (TPDS).
- It covers up to 75% of the rural and 50% of the urban population, identified by State Governments.
- NFSA has two beneficiary categories: Priority Households (PHH) and Antyodaya Anna Yojana (AAY) households (poorest of the poor).
- Under the existing system, PHH beneficiaries receive 5 kg of foodgrains per person per month, while AAY households receive 35 kg per household per month.
- Foodgrains are distributed through the Public Distribution System (PDS) and procured mainly by the Food Corporation of India (FCI) under the Minimum Support Price (MSP) mechanism.
- NFSA also includes nutritional support for pregnant women, lactating mothers and children through schemes like Integrated Child Development Services (ICDS) and the PM POSHAN Scheme.
