Context
The Union government has included heatwaves and lightning as notified natural calamities under the SDRF–NDRF Operational Guidelines for 2026–31, following the Sixteenth Finance Commission’s recommendation. This enables states to access response and mitigation funds for these hazards.

- The State Disaster Response Fund (SDRF) is the primary fund available to states for immediate relief.
- The National Disaster Response Fund (NDRF) supplements state resources during severe disasters.

- Heatwave-mitigation projects are now eligible under Disaster Mitigation Funds.
