Context
Gujarat has prohibited the manufacture, storage, transport and sale of unstandardised analogue paneer, cheese and butter, following similar action by Maharashtra and Chhattisgarh. The measure aims to protect public health and prevent consumer deception.
Explanation
- A dairy analogue imitates a dairy product by replacing milk fat or solids wholly or partly with vegetable oils or other non-dairy ingredients.
- Paneer is a standardised milk product; an analogue cannot legally be sold as paneer.
- Such substitutes are distinct from permitted standardised products like frozen dessert, processed cheese and mixed-fat spread.
- The Food Safety and Standards Authority of India (FSSAI) regulates food under the Food Safety and Standards Act, 2006.
- Food labels must disclose the product’s true nature, ingredients and nutritional information.
- Misbranding an analogue as genuine dairy constitutes misleading labelling and violates food-safety law.
