Context
Pakistan, Saudi Arabia and Türkiye have signed the Mecca Joint Defence Agreement, committing to collective defence and deterrence. The pact states that an armed attack on any one member would be treated as an attack on all three, with the stated objective of strengthening regional security and stability.
Explanation
- Collective defence means member states agree to assist one another when any member faces external armed aggression.
- Collective deterrence seeks to prevent aggression by signalling that an attack on one country could trigger a coordinated response from all partners.
- The agreement brings together Pakistan, a nuclear-armed South Asian state; Saudi Arabia, a major Gulf power; and Türkiye, a strategically located NATO member.
- Türkiye’s NATO membership is significant because Article 5 of the North Atlantic Treaty separately provides for collective defence among NATO members; the trilateral pact itself is not a NATO agreement.
- Saudi Arabia is a member of the Gulf Cooperation Council (GCC), while Pakistan and Türkiye are not GCC members.
- Such defence partnerships may involve military cooperation, intelligence sharing, joint exercises, defence-industrial cooperation and strategic coordination.
