Context
An Uttar Pradesh Minister has claimed that the State could be divided into four parts, reviving an old debate. In 2011, the Uttar Pradesh Assembly had proposed four States—Purvanchal, Bundelkhand, Awadh Pradesh and Paschim Pradesh—but the proposal did not materialise.

Explanation
- Article 3 empowers Parliament to create new States and alter the area, boundaries or names of existing States.
- Such a Bill can be introduced in either House of Parliament only on the President’s recommendation.
- If a State’s area, boundary or name is affected, the President refers the Bill to the concerned State Legislature for its views. The State Legislature’s consent is not mandatory; its views are not binding on Parliament.
- The Bill is passed by a simple majority as an ordinary law, not through the Article 368 constitutional-amendment procedure.
- Article 4 provides that consequential changes to the First and Fourth Schedules arising from such laws are not deemed constitutional amendments.
