Context
Recently, the Department of Land Resources (DoLR), Ministry of Rural Development, launched the operational framework for Digital India Land Records Modernization Programme (DILRMP) 3.0 (2026–31). It aims to move beyond digitisation towards an integrated, GIS-enabled Land Stack.
Explanation
- DILRMP 3.0 is a Central Sector Scheme implemented across States and UTs with an anticipated outlay of ₹565.50 crore.
- It seeks to create a Land Stack, a Digital Public Infrastructure (DPI) integrating land records, cadastral maps, registration and revenue-court cases.
- Bhu-Aadhaar/ULPIN provides a 14-digit unique identification number to each land parcel based on its geographical coordinates.
- Georeferencing links digitised cadastral maps with precise geographic coordinates, improving identification of land parcels.
- Paperless property registration and a Registration Repository aim to provide end-to-end digital services.
- Revenue Court Case Management System (RCCMS) will integrate land-dispute information with land records.
- NAKSHA focuses on modernising urban land surveys and records.
- Secure API-based interoperability can reduce physical visits, duplication, land disputes and transaction costs while improving transparency.
