Context:

A recent NITI Aayog report has highlighted concerns regarding low student retention at the secondary level and poor learning outcomes in India’s school education system. The report points to high dropout rates, inadequate infrastructure and persistent foundational learning gaps despite near-universal access at the primary level.

  • Education in India is governed under the Concurrent List, with both Union and State governments responsible for policy implementation.
  • The Right of Children to Free and Compulsory Education (RTE) Act, 2009 guarantees free and compulsory education for children aged 6–14 years.
  • Gross Enrolment Ratio (GER), dropout rate, retention rate and learning outcomes are key indicators used to assess school education performance.
  • Foundational Literacy and Numeracy (FLN) has become a major policy focus under the National Education Policy (NEP) 2020 and the NIPUN Bharat Mission.
  • Learning outcomes are assessed through surveys such as NAS (National Achievement Survey), ASER and UDISE+ data systems.
