Context
A field survey of 14 urban forests across Uttar Pradesh, Madhya Pradesh and Rajasthan has highlighted delayed funding and inadequate maintenance under the Nagar Van Yojana. The findings emphasise the need for sustained financial support and community participation in urban forest conservation.
Explanation
- The Nagar Van Yojana, launched in 2020 by the Ministry of Environment, Forest and Climate Change, aims to develop urban forests and improve green cover in cities.
- The scheme promotes urban biodiversity conservation, environmental awareness and recreational green spaces through the development of Nagar Vans.
- It is financed through the National Compensatory Afforestation Fund (National CAMPA Fund), established under the Compensatory Afforestation Fund Act, 2016.
- CAMPA funds primarily originate from payments collected for the diversion of forest land for non-forest purposes.
- Urban forests help reduce the Urban Heat Island (UHI) effect, improve air quality, support groundwater recharge and provide habitats for urban wildlife.
- Delayed fund disbursement affects irrigation, plantation survival, infrastructure maintenance and payment of workers.
- Joint Forest Management Committees (JFMCs) and urban local bodies can support community participation and long-term maintenance of urban forests.
