Rabies Mortality Data Gap and India’s 2030 Elimination Goal (Source: The Hindu)

Context

India faces a major rabies surveillance gap, with government systems reporting far fewer deaths than recent ICMR estimates. The mismatch complicates India’s goal of eliminating dog-mediated human rabies by 2030.

Rabies Surveillance Gap: India's 2030 Elimination Goal

Explanation

  • Rabies is a fatal viral zoonotic disease that affects the central nervous system and is mainly transmitted through bites or scratches of infected mammals, especially dogs.
  • Once a person starts showing signs of rabies, it cannot be cured and will almost always cause death, but it can be completely stopped if you get anti-rabies shots and wound care right after an animal bite.
  • India follows the One Health approach, linking human health, animal health and environmental action for rabies control.
  • The government tracks sickness and death using different health record systems. Platforms like the Integrated Disease Surveillance Programme (IDSP) and the Integrated Health Information Platform (IHIP) keep track of what diseases are spreading, while the Medical Certification of Cause of Death (MCCD) records exactly what medical condition caused someone to die.
  • These systems are not directly comparable and both may miss deaths occurring outside formal healthcare facilities.
  • An ICMR-led study estimated about 5,726 rabies deaths annually and around 9.1 million animal bites each year.
  • WHO’s global strategy aims for “Zero by 30”—zero human deaths from dog-mediated rabies by 2030.
