
Context:
The RBI has transferred a record ₹2.69 lakh crore surplus/dividend to the Centre for FY2025-26 after reducing its Contingent Risk Buffer (CRB) from 7.5% to 6.5%. The reduction increased the transferable surplus, helping the government’s fiscal position amid lower expected tax and excise collections.
- RBI dividend refers to the surplus income transferred by the Reserve Bank of India to the Central Government after meeting its expenses and risk provisions.
- RBI earns income mainly from interest on government securities, foreign exchange operations, liquidity operations, and returns on its investments.
- Before transferring surplus, RBI keeps a part of its funds as a safety cushion called the Contingent Risk Buffer (CRB).
- CRB protects RBI against unexpected risks such as currency depreciation, market losses, monetary policy risks, and financial stability shocks.
- The CRB is part of the RBI’s Economic Capital Framework (ECF), which decides how much capital RBI should retain and how much surplus can be transferred.
- The ECF was reviewed by the Bimal Jalan Committee, which recommended a CRB range of 5.5% to 6.5%.
- A lower CRB generally means higher dividend transfer to the government.
- A higher RBI dividend improves Centre’s non-tax revenue and can help manage the fiscal deficit.
- However, excessive dividend dependence may reduce RBI’s financial cushion during crises.
