Context: The Union Cabinet approved Indian Railways’ request for 5 MHz of wireless spectrum for real-time data transmission to enhance passenger safety.

TRAI:

·                     Established under the Telecom Regulatory Authority of India Act, 1997, regulates India’s telecommunications sector.

·                     Composition: It consists of a Chairperson and up to four members appointed by the Central Government.

·                     Its functions:

      •    making recommendations,
      •    fixing tariffs,
      •    handling regulatory matters.

·                     Though TRAI’s recommendations are not binding, the government must seek its input on certain telecom issues.

·                     TRAI can receive binding directions from the government.

·                     TRAI also has the authority to notify telecom service rates and established the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) through a 2000 amendment.
