Paper: GS-II | Subject: International Relations | Topic: Effect of Policies of Developed Countries on India’s Interests | Issue: US–Russia Relations and Implications for India
Context
Recently, the United States eased restrictions on Russian diesel imports to control rising domestic fuel prices ahead of congressional elections. This development has revived the possibility of closer US–Russia relations, despite Washington’s pressure on India’s Russian oil purchases.

Explanation
The Other G2 and US Double Standards
- What is G2? The Group of Two (G2) is an informal idea of the US and China cooperating to shape international affairs. India fears such cooperation could reduce its influence in Asia.
- The Other G2: It represents a possible strategic understanding between the US and Russia despite their longstanding rivalry.
- US Pressure on India: Washington argued that India’s purchases of Russian oil helped sustain Moscow’s war effort. It used tariffs to discourage these purchases.
- American Double Standards: However, the US has eased restrictions on Russian diesel to lower domestic fuel costs. This contradiction demonstrates how major powers often prioritise national interests over consistent foreign-policy positions.
- Moscow seeks sanctions relief, foreign investment and alternatives to its growing economic dependence on China.
- Washington sees potential economic opportunities in Russian energy, mineral resources and Arctic development.
- Trump’s repeated outreach to Putin reflects his interest in cooperation, although no lasting settlement of the Ukraine war has emerged.
- Obstacles: Ukraine’s sovereignty concerns, European security fears and American domestic opposition make a lasting agreement difficult.
Three Lessons for India
- Changing Geopolitical Relationships: US–Russia hostility is not permanent. Improved relations could reduce American pressure on India’s Russian energy purchases and defence cooperation.
- Russia’s National Interests: Moscow may pursue closer American ties whenever cooperation serves its interests. During the 1990s, Russia’s Western outreach temporarily reduced India’s importance in its diplomacy.
- Growing Importance of Europe: India needs Europe’s markets, investment, technology and defence partnerships. US–Russia cooperation alone cannot resolve European concerns about the Ukraine war.
Way Forward: India should preserve strategic autonomy, strengthen partnerships with all three powers and encourage direct Russia–Ukraine and Russia–Europe dialogue.
Conclusion
India should neither assume permanent hostility between the US and Russia nor depend on any single geopolitical alignment. A flexible foreign policy can protect its energy security, European partnerships and wider strategic interests.
