The recent Green Literacy Initiative — ULLAS (Understanding Lifelong Learning for All in Society) emphasises that true literacy is about empowerment, participation, and transformation, driven by a spirit of volunteerism and collective responsibility.
Key Highlights:
ULLAS Programme: It stands for Understanding Lifelong Learning for All in Society (ULLAS) launched by the Ministry of Education in 2022. It aligns With National Education Policy (NEP) 2020 and UN Sustainable Development Goal (SDG) 4.6 – Achieving full literacy and numeracy for adults by 2030.
Objectives:
- To provide educational opportunities to adults (15 years and above) who have missed formal schooling.
- To promote lifelong learning, digital literacy, and skill development among all citizens.
Key Features:
Literacy Initiative: volunteer-driven, inclusive, transformative model

Implementation and Achievements:
- ULLAS mobile app connects learners and volunteers nationwide.
- Rural literacy rose from 67.7% (2017-18) to 77.5% (2023-24).
- Female literacy increased from 65.4% to 74.6% in the same period.
- States such as Mizoram, Goa, Tripura, and Himachal Pradesh are declared fully literate states.
- Over 12 lakh volunteers registered under the initiative including teachers, youth, and homemakers.
