- Fiscal disputes: States often complain about reduced fiscal autonomy, delays in GST compensation, centrally sponsored scheme conditions and unequal distribution of resources.
- Role of Governor: Frequent controversies arise over delay in assent to Bills, appointment issues and the Governor’s perceived political role.
- Use of central agencies: States allege selective use of agencies such as ED, CBI and Income Tax Department against opposition-ruled States.
- Legislative conflicts: Disputes emerge when Union laws affect areas linked to State interests, such as agriculture, policing, education and public order.
- Political differences: Different parties ruling at the Centre and States often convert administrative issues into political conflicts.
- Regional and identity issues: Language, reservation, delimitation, border disputes and local resource control also create tensions.

Way Forward:

- Make the Governor’s office more neutral and constitutional.
- Promote cooperative federalism over political confrontation.
