- Selective application of human rights creates a values – conduct gap.
- Strategic partnerships with authoritarian regimes may produce ethical dilemmas.
- National security and economic interests may conflict with declared principles.
Way Forward:
- Apply principles consistently while recognising legitimate strategic constraints.
- Subject foreign-policy decisions to legality, proportionality and humanitarian impact.
- Strengthen democratic institutions and constitutional conduct at home.
