- Allegations of unusually high population growth should be tested using reliable demographic evidence.
- Using a very old documentary cut-off could unfairly exclude genuine citizens who may lack historical records.
Can an NRC be Conducted Only in Manipur?
- There is no absolute legal requirement that an NRC must be conducted simultaneously across the whole country. The Union government could, in principle, initiate a State-specific exercise through an appropriate notification.
- However, such an exercise would be politically and administratively sensitive.
