Context

Modern fibre-optic subsea cables carry over 99% of global internet traffic, making them critical infrastructure for banking, government services, defence communication, cloud computing and everyday internet use. Recent incidents in Arctic and European waters have increased concerns about sabotage, cyber vulnerability and geopolitical control over these digital lifelines.

1. Why Are Subsea Cables Strategically Important?

  • A major cable disruption can cause internet outages, interruption of banking transactions and disruption of government services.
  • Therefore, subsea cables are increasingly viewed like power grids, ports and energy pipelines – essential national infrastructure.
  • Damage can also expose countries to economic losses and national-security risks.

2. Growing Security Threats

  • Cables can be damaged accidentally by anchors, fishing vessels or natural disasters.
  • More worrying is deliberate sabotage during geopolitical conflicts.
  • Because damage occurs underwater, identifying whether an incident was accidental or intentional can be extremely difficult.
  • Sensitive data travelling through cable networks also creates cybersecurity and espionage concerns.

3. Concentration of Global Supply Chains

  • Cable manufacturing is highly concentrated: Alcatel Submarine Networks, SubCom and NEC together account for about 90% of deployed cable length. Pasted text
  • Specialised cable-repair ships and trained crews are also limited.
  • Meanwhile, large technology companies or “hyperscalers” are increasingly financing cable systems to meet cloud and AI data needs.
  • Such concentration raises questions of digital sovereignty – who actually controls the infrastructure supporting a country’s digital economy?

4. AI Is Increasing Cable Dependence

  • Traditional digital content can often be stored locally through caching.
  • AI services generate new data exchanges for every query, requiring greater bandwidth, speed and continuous international connectivity.
  • Thus, growth of AI makes secure subsea infrastructure even more strategically significant.

5. India’s Position

  • India currently hosts 18 subsea cables landing at five major locations. Pasted text
  • India must diversify landing points, strengthen surveillance and build domestic repair and maintenance capacity.
  • Easier regulatory clearances and private investment can reduce dependence on foreign repair capabilities.
