CDP-SURAKSHA:

  • SURAKSHA stands for “System for Unified Resource Allocation, Knowledge, and Secure Horticulture Assistance.”
  • A new digital platform to disburse instant subsidies to horticulture farmers under the Cluster Development Programme (CDP)
  • Integrates PM-KISAN, NIC cloud servers, UIDAI validation, e-RUPI vouchers, LGD, content management system, geotagging, and geo-fencing.
  • Farmers can place orders for planting material and contribute their share of the cost, with government subsidies automatically calculated.
  • e-RUPI vouchers are generated for vendors upon farmer payment, ensuring subsidy use for intended purposes.
  • Verification of material delivery triggers subsidy release to vendors.
  • The system eliminates the need for farmers to purchase materials upfront and seek subsidy reimbursement later.

●                e-RUPI is a one-time payment mechanism usable without cards, digital payment apps, or internet banking.

●                It can be redeemed at merchants accepting e-RUPI for specific purposes via SMS or QR code.

Cluster Development Program(CDP)

●                The CDP is part of National Horticulture Board’s central sector scheme aimed at developing horticulture clusters.

●                55 clusters have been identified, with 12 selected for pilot projects.

●                Additional clusters, including floriculture in West Bengal and coconut clusters in Kerala and Tamil Nadu, are in the pipeline.

●                Each cluster will have an implementing agency and a cluster development agency.

●                The initiative aims to cover 9 lakh hectares and benefit 10 lakh farmers.

●                It is expected to attract private investment of Rs 8,250 crore, in addition to government assistance.

●                Government’s assistance is fixed according to the size of the cluster.
