- National funding and monitoring systems lack strong safeguards against mergers that reduce educational access.
- Weak School Management Committees limit community participation in decisions concerning local schools.
Way Forward
- Every proposed closure should undergo a social-impact assessment covering distance, terrain, safety and vulnerable groups.
- Governments should fill teacher vacancies and improve facilities before considering closure or merger.
- Unavoidable mergers must provide free transport, residential support and reliable tracking of migrant and dropout children.
- School Management Committees should participate in decisions and monitor compliance with access norms.
Conclusion
School rationalisation can improve resource sharing, but administrative efficiency cannot override accessibility. India must balance consolidation with its constitutional duty to provide safe, equitable and meaningful elementary education.
