The Current Situation
- High Prevalence: Over 15% of Punjab’s population engages in some form of substance use.
- Heroin & Opioids: Heroin is the most widely abused and confiscated drug in the region.
- Impact on Youth: The majority of opioid-dependent individuals are young adults aged 18 to 35 years.
- Rising Treatment Needs: Admissions at state de-addiction centers and OOAT registrations continue to climb.
Why Does the Crisis Persist?
- Supply Networks: Arresting street-level peddlers is insufficient. Enforcement must target cross-border suppliers, financiers, money trails, and organized networks.
- Demand for Drugs: Addiction is a public health issue, not just a crime. Prevention requires awareness, counseling, and affordable, sustained rehabilitation.
India’s Response: Nasha Mukt Bharat
Launched in 2020 and expanded nationwide by 2023, the Nasha Mukt Bharat Abhiyaan (NMBA) tackles demand reduction. Backed by the National Action Plan for Drug Demand Reduction, it prioritizes community awareness, preventive education, and counseling support.
Way Forward & Conclusion
To resolve the crisis, Punjab must strengthen border surveillance and anti-drone tech, investigate illicit financial networks, and expand quality rehabilitation. Crucially, providing education, skilling, and jobs for vulnerable youth will address the root cause. A sustainable solution requires balancing strict security enforcement with robust public health and social support.
