Basel Convention and Emerging Global Waste Streams (Source: Down To Earth)

Context:

At the Basel Convention’s OEWG-15 meeting in Geneva, countries advanced technical work on e-waste, textile waste and hazardous waste. However, disagreements continued over whether plastic waste should be further addressed under the Basel Convention or left to global plastics treaty negotiations.

Basel Convention and Hazardous Waste Governance

Explanation:

  • The Basel Convention, 1989 controls the transboundary movement of hazardous wastes and their environmentally sound management.
  • It aims to prevent developed countries from dumping hazardous waste in developing countries.
  • Its key mechanism is Prior Informed Consent (PIC), under which waste can be exported only after the importing country gives consent.
  • The Convention covers hazardous wastes, e-waste, biomedical waste, used oils, chemical wastes and certain plastic wastes.
  • E-waste includes discarded electrical and electronic equipment containing metals, plastics and toxic substances.
  • Textile waste is emerging as a concern because unusable second-hand clothes are often exported to developing countries.
  • Plastic waste remains contentious due to overlap with ongoing negotiations for a Global Plastics Treaty.
  • Hong Kong Convention deals with safe and environmentally sound ship recycling
