While documents like passports, Aadhaar, and voter ID facilitate identification and access to services, they do not by themselves constitute definitive proof of citizenship.

Conclusion:

Citizenship cannot depend solely on possession or absence of a particular document. While the State may verify citizenship, constitutional democracy requires that no person be deprived of legal membership or basic rights through arbitrary administrative action, uncertain standards or indefinite proceedings.
