Unlocking soft power with Saptadhara (Indian Express)

Paper: GS – II, Subject: International Relations, Topic: Soft Power and Cultural Diplomacy, Issue: Converting Cultural Assets into Global Influence and Livelihoods.

Context:

Recently, the Prime Minister placed soft power within the Saptadhara vision for Viksit Bharat. This renewed attention on converting India’s cultural strengths into global influence, economic value and employment.

Key Takeaways:

Saptadhara: Seven Streams of National Strength

Explanation:

Understanding soft power:

  • Soft power, a concept developed by Joseph S. Nye Jr., means influencing others through attraction, credibility and admiration.
  • Hard power uses military or economic pressure, while soft power works through culture, values and trusted institutions.
  • The creative economy converts cultural skills into value through tourism, films, music, design, crafts, animation and gaming.
  • The Indian Council for Cultural Relations, Indian missions, copyright and Geographical Indications promote and protect India’s cultural resources.

India’s strengths:

  • India possesses cultural diversity, Yoga, Ayurveda, festivals, literature, cuisine, cinema, handicrafts and handlooms.
  • Democracy, scientific progress, digital systems, space achievements and the diaspora strengthen its reputation.

Core challenge:

  • Cultural wealth does not automatically produce international influence or secure incomes.
  • Many creators lack training, finance, technology, branding, intellectual-property protection and market access.

District-level strategy:

  • Every district should map its artists, artisans, performers, foods, festivals and heritage sites.
  • Creators need training, affordable finance, digital access, quality certification and market connections.
  • The guru–shishya tradition needs modern apprenticeship support without losing authenticity. Educational institutions should familiarise students with India’s cultural diversity.

Employment potential:

  • Tourism, cinema, music, fashion, education and digital content can create employment.
  • Government should invest initially, establish standards, connect markets and become an early purchaser.
  • Cultural workers should earn through sales, performances, royalties, teaching and licensing instead of depending entirely on grants.

Way forward:

  • Indian missions should secure touring, publishing and collaboration opportunities abroad.
  • Success must be measured through livelihoods, exports and opportunities rather than events alone.
  • Young people should combine heritage with technology and become creators. The progression is Kala to Kaushal, Kamai, Rozgar, Bazaar and finally Vishwaprabhav.

Conclusion:

India already possesses soft power; it must enhance, connect and protect it. Creator-centred policies can preserve cultural diversity, generate livelihoods and strengthen India’s global influence without reducing heritage to a commercial product.
