Why is a Dedicated Policy Needed?

Women’s health programmes have traditionally focused largely on the reproductive age group, especially pregnancy and maternal health. Midlife women therefore often receive inadequate attention.

A dedicated policy can:

  • Enable early identification of health problems
  • Provide screening, counselling and treatment
  • Reduce stigma around menopause
  • Ensure timely referral to higher facilities
  • Improve awareness among women and families

Steps Taken by States:

  • Tamil Nadu has proposed a perimenopausal care policy providing screening, counselling and treatment through Primary Health Centres and higher facilities.
  • Karnataka introduced “Ruthu Thare”, a dedicated women’s health initiative with a strong focus on perimenopause and menopause.
  • Both States plan community outreach, women’s clinics, screening and referral services to district hospitals and medical colleges.

Challenges:

  • Menopausal symptoms are often not taken seriously, including within the medical system.
  • Many women may hesitate to seek care because of stigma or lack of awareness.
  • Health workers need adequate training, while counselling and mental-health support must be accessible.
  • Success will depend on implementation and follow-up.

These initiatives represent a shift towards life-cycle-based women’s health care. Making menopause care routine, accessible and stigma-free can improve women’s health and quality of life in midlife.
