Introduction
Civil Society Organizations (CSOs) are voluntary, non-profit, non-State institutions that work to promote public welfare, rights, accountability and community participation. While some are perceived as adversarial to the government, equating CSOs with anti-State actors overlooks their broader role in strengthening democratic governance.

Why CSOs are Perceived as Anti-State
- Policy advocacy and public campaigns often challenge government decisions on issues such as environment, land acquisition and human rights.
- Strategic litigation and protests may be viewed as obstructing development projects.
- Allegations regarding foreign funding and regulatory violations under the Foreign Contribution (Regulation) Act (FCRA) have reinforced such perceptions.
- Their criticism of government policies is sometimes interpreted as opposition to the State itself.
Why CSOs are Primarily Non-State Actors
- They act as a bridge between citizens and the government, improving participatory governance.
- Complement State efforts in education, healthcare, disaster relief, women empowerment and rural development.
- Strengthen transparency and accountability through social audits, awareness campaigns and policy feedback.
- Promote constitutional values such as justice, equality and participatory democracy, thereby reinforcing rather than weakening the State.
- Successful initiatives such as the Mazdoor Kisan Shakti Sangathan (MKSS) contributed to the enactment of the Right to Information Act, 2005.
Conclusion
Civil Society Organizations should not be viewed through the binary of being either pro-State or anti-State. In a constitutional democracy, they are independent non-State actors that constructively engage with the government, while holding it accountable and advancing the larger public interest.
