- Care burden: Women disproportionately perform childcare, domestic work and eldercare.
- Social barriers: Gender norms and safety concerns limit mobility.
- Employment mismatch: Education gains have not produced enough secure, well-paid jobs.
- Poor job quality: Participation partly reflects unpaid family labour and distress-driven agricultural work.
Economic Implications
- Growth loss: Women’s exclusion reduces labour supply, productive capacity and output.
- Weak demand: Lower female earnings constrain consumption, savings and investment.
- Human-capital loss: Reduced income weakens spending on children’s nutrition, education and healthcare.
- Demographic challenge: Educated talent remains unused, weakening India’s demographic dividend.
Measures Required
- Employment-intensive sectors: Promote textiles, garments, food processing, electronics assembly and small manufacturing.
- Enabling infrastructure: Provide safe transport, childcare, hostels and secure workplaces.
- Suitable work: Encourage nearby jobs and flexible hours without weakening worker protections.
- Good jobs: As stressed by the Economic Survey 2015–16, jobs must be safe, productive and well-paying.

Women’s employment is not merely a welfare concern but an economic necessity. India must combine job creation with supportive services and social change to transform women’s capabilities into inclusive and sustainable growth.
