
Context:
The World Health Organization has declared the Ebola outbreak caused by the Bundibugyo virus in the Democratic Republic of Congo and Uganda as a Public Health Emergency of International Concern (PHEIC). WHO clarified that it is not a pandemic emergency, but the risk of cross-border spread requires a coordinated international response.
- Ebola Virus Disease (EVD) is a severe, often fatal viral haemorrhagic fever transmitted through bodily fluids such as blood, vomit, saliva and semen.
- The present outbreak is linked to the Bundibugyo ebolavirus, a rarer Ebola strain for which approved vaccines and therapeutics are limited.
- A Public Health Emergency of International Concern (PHEIC) is declared under the International Health Regulations, 2005 when an extraordinary health event risks international spread and may need global coordination.
- WHO’s role includes risk assessment, issuing temporary recommendations, coordinating surveillance, mobilising medical supplies, supporting contact tracing and guiding countries on travel/health measures.
- WHO has advised against blanket border closures, as such steps can disrupt aid, surveillance and health response.
