Introduction:

Maoism in tribal areas is not merely a law-and-order problem; it is rooted in historical deprivation, land alienation, weak governance, and mistrust between the State and Adivasi communities. Hence, while security operations are necessary to neutralise armed violence, lasting peace requires justice, dignity, participation, and accountable governance.

Limits of Security-Centric Approach:

  • Security operations can weaken Maoist networks, disrupt extortion, and restore administrative access.
  • However, excessive force, arbitrary arrests, displacement, or lack of accountability may deepen alienation.
  • Peace cannot be sustained if local communities view the State only through police camps, checkpoints, and combing operations.

Need for Rights-Based Approach:

  • Land and Forest Rights: Effective implementation of Forest Rights Act, PESA, and safeguards against unjust displacement is essential.
  • Tribal Dignity: Adivasi communities must be treated as rights-bearing citizens, not merely as security subjects.
  • Justice Delivery: Fast disposal of false cases, legal aid, compensation for violations, and rehabilitation of surrendered cadres build trust.
  • Cultural Recognition: Respect for local customs, gram sabhas, traditional institutions, and community control over resources is crucial.

Governance-Oriented Approach:

  • Basic Services: Roads, schools, healthcare, mobile connectivity, banking, and nutrition services must reach remote areas.
  • Participatory Development: Development projects should be consent-based, not imposed from above.
  • Livelihood Security: Minor forest produce, skill training, local employment, and value-chain support can reduce Maoist recruitment.
  • Accountable Administration: Regular presence of civil officials, social audits, grievance redressal, and corruption control are needed.
  • Post-Conflict Transition: Areas cleared of Maoist influence must quickly move from military dominance to civilian governance.

Conclusion:

Lasting peace in Maoist-affected tribal regions requires a transition from “control of territory” to “trust of people.” Security can create space for governance, but only rights, justice, and inclusive development can consolidate peace. Therefore, a humane, constitutional, and community-centred approach is essential in post-LWE regions.
