The NSSO’s Survey first Comprehensive Annual Modular Survey (July 2022–June 2023) with the title “Internet Access and Digital Skills in India – A Socioeconomic Assessment” aims to evaluate digital access and skills for achieving SDG Goal 4 on equitable and inclusive quality education.

Gender divide: Female mobile phone usage lower than male across all groups.

Digital Infrastructure Disparities: Urban broadband and mobile penetration significantly higher. 5G access and modern devices are mostly concentrated in urban zones.

Nascent usage: Digital backwardness is pronounced among socially disadvantaged and low-income groups. 40.4% still use basic mobile technology with limited features.

  • Digital literacy: Targeted digital literacy programmes for rural, female, and marginalised populations are needed.

Conclusion: While access to broadband and devices has improved, deep socio-economic disparities persist in digital usage and skills. Bridging this digital divide is key to realizing SDG 4 goals and ensuring inclusive development in the digital age.
