Why are several European countries struggling to cope with increasingly frequent heatwaves despite their high levels of economic development? Examine the role of urban planning, ageing infrastructure and climate adaptation. (10 Marks, 150 Words)

Introduction:

Europe’s heatwave crisis demonstrates that economic prosperity does not automatically ensure climate resilience. Much of its urban and infrastructural system was designed for a historically mild climate and is therefore poorly equipped for increasingly frequent and intense heatwaves.

Reasons for Europe’s Vulnerability:

  • Climate-incompatible urban planning: Dense construction, extensive concrete surfaces and limited green spaces intensify the urban heat-island effect. Many cities lack shaded streets, public fountains and accessible cooling centres.
  • Heat-retaining buildings: Older buildings were designed to conserve warmth during cold winters. Poor ventilation and limited air-conditioning cause indoor temperatures to remain dangerously high.
  • Ageing infrastructure: Railway tracks may buckle; roads soften and electricity grids face stress as cooling demand rises. Nuclear and thermal power plants may also reduce generation when rivers become too warm for effective cooling.
  • Demographic vulnerability: Europe’s ageing population is highly susceptible to dehydration, cardiovascular stress and heat-related mortality.
  • Adaptation deficit: Heat-action plans, early-warning systems, worker-protection norms and emergency health facilities remain uneven across countries.

Way Forward:

Europe must adopt climate-sensitive building codes, cool roofs, urban forests, heat-resilient transport and decentralised renewable-energy systems. Targeted protection for elderly people, outdoor workers and low-income households is equally necessary.

Conclusion:

Thus, Europe’s difficulty is not a lack of resources but a mismatch between its inherited infrastructure and emerging climatic realities. Economic capacity must now be translated into anticipatory and inclusive climate adaptation.
