- Fodder security: Maize is important for poultry and livestock feed. Its diversion can increase milk, egg and meat prices.
- Water security: Sugarcane is highly water-intensive and is often cultivated in water-stressed regions using subsidised irrigation.
- Cropping distortions: Assured ethanol procurement may encourage farmers to replace pulses, oilseeds and nutritious crops with sugarcane or maize.
- Environmental costs: Monoculture, fertiliser use and groundwater extraction may reduce ethanol’s net climate benefits.
Sustainable Feedstock Strategy
- Adopt a feedstock hierarchy prioritising crop residues, bagasse, municipal organic waste, damaged grains and industrial by-products.
- Rapidly expand second-generation ethanol from rice straw, wheat straw, bamboo and other lignocellulosic biomass.
- Divert food grains only after meeting consumption, fodder and buffer-stock requirements.
- Promote low-water crops such as sweet sorghum according to regional agro-climatic suitability.
- Develop flexible multi-feedstock distilleries to reduce dependence on any single crop.
- Link procurement incentives to lifecycle emissions, groundwater availability and water-use efficiency.
- Undertake annual food – feed – fuel balance assessments and prescribe region-specific diversion ceilings.
